(وَلَيْسَ لَهُمْ دُخُولُهُ) ، أَيْ: الْحِجَازِ (بِلَا إذْنِ إمَامٍ) ، كَمَا أَنَّ أَهْلَ الْحَرْبِ لَا يَدْخُلُونَ دَارَ الْإِسْلَامِ إلَّا بِإِذْنِ الْإِمَامِ.
