قال: "وتوضع الجزية على أهل الكتاب والمجوس" لقوله تعالى: ﴿مِنَ الَّذِينَ أُوتُوا الْكِتَابَ حَتَّى يُعْطُوا الْجِزْيَةَ﴾ الآية ووضع رسول الله عليه الصلاة والسلام الجزية على المجوس.
