بالاستقراء: (أحدها: قوم امتنعوا من طاعته، وخرجوا عن قبضتهِ بغير تأويل) أي: شُبهة، فهؤلاء (قُطَّاع الطريق) ساعون في الأرض بالفساد (وتقدم ذكرهم) في الباب قبله .
