كشاف القناعal-Buhuti

(و) يأمره (أن يستخلِفَ في كل صُقْع) بضم الصاد، أي: ناحية (أصلحَ من يقدِر عليه) لهم؛ لأن في ذلك خروجًا من الخلاف في جواز الاستخلاف، وتنبيهًا على مصلحة رعية بلد القاضي، وحثًّا له على اختيار الأصلح.
