(وينبغي أن يبتدئ) الإمام (بترتيب قوم في أطراف البلاد، يكفُّون مَن بإزائهم من المشركين، ويأمُرَ بعمل حصونهم، وحَفْرِ خنادقهم وجميع مصالحهم) لأن أهم الأمور الأمن، وهذا طريقه.
