(وإن رأى الإمامُ المصلحةَ في إسقاط الخراج عن إنسان) أو في (تخفيفه، جاز) لأنه لو أخذ الخراج وصار في يده، جاز له أن يخص به شخصًا إذا رأى المصلحة فيه؛ فجاز له تَرْكه بطريق الأَولى.
