" وَلَوْ غَيْرَ أَهْلٍ " لَهَا كَصَبِيٍّ وَامْرَأَةٍ بِأَنْ قَهَرَ النَّاسَ بِشَوْكَتِهِ وَجُنْدِهِ وَذَلِكَ لِيَنْتَظِمَ شَمْلُ الْمُسْلِمِينَ وَهَذَا أَعَمُّ مِنْ تَعْبِيرِهِ بِالْفَاسِقِ وَالْجَاهِلِ.
