" وَلَوْ تَرَكَ " الْإِمَامُ " الِاسْتِسْقَاءَ فَعَلَهُ النَّاسُ " مُحَافَظَةً عَلَى السُّنَّةِ لَكِنَّهُمْ لَا يَخْرُجُونَ إلَى الصَّحْرَاءِ إذَا كَانَ. الْوَالِي بِالْبَلَدِ حَتَّى يَأْذَنَ لَهُمْ كَمَا اقْتَضَاهُ كَلَامُ الشَّافِعِيِّ لِخَوْفِ الْفِتْنَةِ
