معونة أولي النهىIbn al-Najjar

(وبيت المال ملك للمسلمين، يضمنه متلفه، ويحرُم أخذٌ منه بلا إذن إمام) لذلك الوقت؛ لأن تعيين مصارفه وترتيبها يرجع فيه إلى الإمام. فافتقر الأخذ منه إلى إذنه.
