(لَكِنْ لَهُ) أَيْ الْحَاكِمِ (النَّظَرُ الْعَامُّ فَيُعْتَرَضُ عَلَيْهِ) أَيْ النَّاظِرِ الْخَاصِّ (إنْ فَعَلَ مَا لَا يَسُوغُ) فِعْلُهُ، لِعُمُومِ وِلَايَتِهِ
