(لَا) يُقَدَّمُ (ظَاهِرُ عَدَالَةٍ، أَوْ كَرِيمٌ، أَوْ بَلَدِيٌّ عَلَى ضِدِّهِ) ؛ أَيْ: ظَاهِرُ الْعَدَالَةِ وَمَسْتُورُهَا سَوَاءٌ، وَالْكَرِيمُ وَالْبَخِيلُ سَوَاءٌ، وَالْبَلَدِيُّ وَالْقَرَوِيُّ سَوَاءٌ؛ لِاسْتِوَائِهِمَا فِي الْأَهْلِيَّةِ.
