(وله) أي: المُكاتَب (تأديب رقيقه، و) له (تعزيرهم، و) له (خَتْنهم) لأنه من مصلحة ملكه (لا إقامة الحد عليهم) لأنه موضع ولاية، وما هو من أهلها.
