(وإذا قَرُبَ) القاضي (منه) أي: من البلد الذي ولي فيه (بعث من يُعلِمهم بقدومه؛ ليَتَلقَّوه، من غير أن يأمرهم بتلقِّيه) لأن في تلقِّيه تعظيمًا له، وذلك طريق لقبول قوله، ونفوذ أمره.
