(ويَعُمُّ بسهامهم جميع البلاد حسب الإمكان) لأن كل سهم منها مستحق بوصف فوجب دفعه إلى كل مستحقيه كالميراث، فيبعث الإمام إلى عُمَّاله بالأقاليم كما تقدم في ذوي القربى .
