(وهما) أي: المُصالَحُ على أنها لنا ونُقِرُّها معهم بالخراج، وما جَلوا عنها خوفًا منا (دار إسلام، سواء سكنها المسلمون أو أُقِرَّ أهلها عليها) كأرض العَنْوة.
