(وإلا) أي: وإن لم يبلغوا أهلًا للقتال، أو بلغوا كذلك، ولم يختاروا أن يكونوا مقاتلة (قُطع فَرْضهم) لعدم أهليتهم في الأول، وعدم إجبارهم في الثاني.
